This question has too many limitations to be useful.
1) What kind of paper are we talking about? Rice paper? Rolling paper? Waxed paper? Tissue paper? The thickness of the paper affects the ability to fold.
2) What size is the paper? Standard 8 ½ x 11? Large sheets? Small sheets? The size will affect the number of times the paper can be folded.
3) Is the paper being folded mechanically or manually, with the right machinery paper can be folded hundreds of times.
4) How is the paper being folded? In half? In quarters? In thirds? Fluted?
