the energy santum requires tg and ram at L25 but after they only go up to level 20 when they have been rebuilt so if u finished these 2 buildinmgs the new one is not available

Training Grounds 20.

To get Ramparts/Training ground 25 you need to build the "Masterful Architecture" building. This will demolish your Ramparts/Training ground, but allow you to build them to 25.
