It allows you to reset the "Discharge the soul-well" times (under Misc).
Basically, it lets you discharge the soul-well immediately when you use it. It still costs 10 AS, and the SE you gain is calculated the same way as usual.
How much is this worth? Depends. Are you a premium user who usually use the function, and have the Soul-well Catalyst? Then it is very good.
Do you not use the function? Meh.

It is an AH item that doubles the amount received from the discharge.
