Can someone please clarify whether the "reach level 5 in the last 30 days" requisite is defunct?

My account number is 11461, and I joined in February, Klonas' account number is nearly half mine, so that's months before.

I havent found the nick on any other worlds but I guess it is possible that real character name gets the bonus while one can start other world with same account but different name?
I also want to point out that I got 20 AS as reward few months back for reaching lvl5 in w3, but I got the 20 AS to w1 account. I didn't want to say anything cause I was happier to use AS in w1 but still...
