Chance to get a relic is random, but the more you killed, the higher the chance. So some people might be lucky to find them early, but everyone who does a lot of killing will find them eventually.
Saphira this was the answer given to me, i have defeated 105 dragons so far with absolutely no luck in finding the half yearly auction ticket.
I already got transcendal projection relic from Zarknod event. So till now i got nothing and phase I of this event is about to end.
But compared to me your case is much worse.

I doubt this, i killed 77 dragons so far in W3 but yet i didn't get any relics but in W1 i got the Half-year auction ticket and as well as transcendal projection in just 27 wins.

In W3 most players are registered to Aganesh, by doing so their clones will join the opponents crystal horde isn't it. Then how come only few crystal horde opponents exits or am i missing something.
i got 56 victories so far and now there is no crystal hordes to attack.

The direct answer is yes, you need to be level 40 to buy SD items from the Soul Huckster.
Trade skill comes into play here, if you are level 35 and your trade skill is 50 you can get your boots without any problem.
Mind boost trade skill if you run short.

In W3 all the queen were defeated but not imprisoned, so it is regenerating in time and humiliating us.
just check our lvl 55 queen just 3.2% hehe (There was ~4 people in lvl 55 category)
There is no way out, we need to finish this off.

There is not much active members left, so bulk of the burdens goes to regular players like us.
Otherwise put the penalty details along with rewards in the Xeno Wars page, that might help.

It would be greatly helpful if there is a sitter for the account who can manage when you are gone for holidays(more than 15 days). So a clan member or his friend from the same game world can sit for him during his absence.
The sitters of the account should be given the limited access such as hunting and building.
Its not a highly demanding game, i mean the hours spent on the game but these options really help the clan, especially the inactive members.
The sitter function should be valid for a couple of months and if the owner of the account does not comes back the sitter function should deactivated automatically.
