Did some more search and all references I found either states that 12 AM or 12 PM is wrong, confusing, ambiguous, etc. so seems the question should be removed as ambiguous.

Even if you do cound 12:00 instead of 11:59 and than 00:00 common logic suggests the answer because everyone knows that 11:59 am is one minute before noon, therefore 12:00 am if exists can only be noon.

I do agree, but sadly the people that insist on using 12 AM/PM also insist on 12 AM being midnight, most likely because the 1st hour of the day is then 12:00-01:00 and not 0:00-1:00. But as I said earlier there is no standard notification for it.
